Since April 2013, the powers of the regional information and analytical center of the system of state accounting and control of radioactive substances and radioactive waste in the territory of the Arkhangelsk Region (hereinafter referred to as the RIAC of the Arkhangelsk region SGUK RV and RAO) have been transferred to the state budgetary institution of the Arkhangelsk region "Center for Nature Management and Environmental Protection".

The Regulation on the organization of the system of State accounting and control of radioactive substances and Radioactive Waste (approved by Decree of the Government of the Russian Federation No. 542 dated June 15, 2016, with amendments and additions made by Decree of the Government of the Russian Federation No. 1475 dated 11/20/2019) was developed in accordance with Federal Law No. 170-FZ dated 11/21/1995 "On the Use of Atomic Energy" and defines the procedure for the organization and functioning of the system of state accounting and control of radioactive substances and radioactive waste, mandatory for execution by federal executive authorities exercising state management of the use of atomic energy and state regulation of safety in the use of atomic energy, executive authorities of the subjects of the Russian Federation, information and analytical centers and organizations - legal entities, regardless of their organizational and legal form, whose activities on the territory of the Russian Federation are related to the handling of objects of state accounting and control of radioactive substances and radioactive waste, including their import into the Russian Federation and export from the Russian Federation, and the implementation of their accounting and control.

Federal Norms and Rules in the Field of Atomic Energy Use "Basic Rules for Accounting and Control of Radioactive Substances and Radioactive Waste in an Organization" (NP-067-16), approved by Order No. 503 of the Federal Service for Environmental, Technological and Nuclear Supervision dated November 28, 2016, define general requirements for accounting and control of radioactive substances and radioactive waste. waste in the organization.

By Order of Rosatom State Corporation No. 1/13-NPA dated 07.12.2020 "On Approval of Forms of reports of organizations in the Field of state Accounting and control of Radioactive Substances, Radioactive Waste and Nuclear Materials not subject to Accounting in the System of State Accounting and control of Nuclear Materials whose Activity is greater than or equal to the minimum significant activity and whose specific activity is greater than or equal to the minimum significant specific activity established by federal norms and rules in the field of atomic energy use, the attached report forms in the field of the system of state accounting and control of radioactive substances and radioactive waste, the procedure and deadlines for submitting reports have been approved.

Organizations provide reports to the information and analytical centers of SGUK RV and RAO in the following forms:

1.0-1.4, 1.9, 2.0, 2.12 - to RIAC and VIAC (in the absence of RIAC and VIAC to the Central Information and Analytical Center (hereinafter-CIAC);

forms 1.0, 1.5-1.8, 2.0-2.11 - to CIAC, VIAC and a copy to RIAC;

forms 3.0-3.2 – in the CIAC.

The Organization submits an operational report within the time specified in Table 1 of the Rosatom State Corporation Order No. 1/13-NPA dated 07.12.2020; the annual report – by February 1, following the reporting one. Annual reports are intended to provide information on the results of the organization's activities for the reporting year (from January 01 to December 31) in the form 2.12 "Summary information on radioactive substances not in the composition of closed radionuclide sources based on radionuclides with a half-life of up to 60 days, including iodine-125.

We remind you that in accordance with the Basic Rules of Accounting and Control of Radioactive Substances and Radioactive Waste in the organization (NP-067-16) (p. 83 and p. 84), officials and personnel responsible for accounting and control of RV and RW must undergo training and knowledge testing at least once every three years; officials responsible for the organization of accounting and control of RV and RW in the organization must undergo retraining or advanced training at least once every five years.
